The Trump administration is advancing a national artificial intelligence framework that could replace varied state rules with one federal standard. The White House published its National Policy Framework for Artificial Intelligence on March 20, 2026, though the document does not create binding regulation or an executive order. Analysts at Georgetown University’s Center for Security and Emerging Technologies described it as a legislative proposal and a starting point for congressional negotiations. The plan follows a December 2025 executive order directing White House officials to recommend a nationwide AI policy. Several states have moved ahead with their own rules, including Colorado targeting algorithmic discrimination, Texas announcing transparency and consumer protection requirements, and California developing rules for frontier models and AI-generated content. The White House argues one federal standard could give developers clearer national guidance. Separately, President Donald Trump signed Executive Order 14409 on June 2, 2026, titled ‘Promoting Advanced Artificial Intelligence Innovation and Security,’ directing federal agencies to strengthen cybersecurity protections for advanced AI technologies and calling for an AI cybersecurity clearinghouse. The order introduces ‘covered frontier models’ for highly advanced AI systems.
