With less than four years remaining until the 2030 deadline, the Sustainable Development Goals (SDGs) are significantly off track, and artificial intelligence (AI) has been presented as a means to accelerate progress, yet the fundamental challenge is whether governance systems can direct those solutions toward socially desirable outcomes, as AI is a tool, not a policy. Every successful AI application depends on governance choices about rights, responsibilities, accountability, and distribution, and technology cannot determine who benefits, who bears risks, or who is accountable. In water management, machine learning systems can improve efficiency and reduce waste, but the same predictive infrastructure can ration access in ways that reinforce existing inequalities, as efficiency and fairness are not the same, and policy frameworks too often address only the former. When AI intersects with legal systems, predictive policing, risk-scoring tools, and algorithmic assessments used in bail, sentencing, parole, and law enforcement decisions directly affect SDG 16, which seeks to promote justice, accountability, and strong institutions, and while considerable attention has been devoted to making these systems explainable, the governance challenge remains.
