At the NCSL Summit, the Transparency Coalition’s policy team met with lawmakers, staff members, state administrators, legal experts, and fellow nonprofit advocates to discuss AI policy, offering information on safe AI for experts and novices alike. Visitors included a plumbing technology expert and attendees of a session on kids and AI safety moderated by Austin Jenkins of Pluribus News, featuring Oregon State Sen. Lisa Reynolds and Tennessee State Sen. Page Walley. The Transparency Coalition worked with Sen. Reynolds earlier this year to pass SB 1546, Oregon’s groundbreaking chatbot safety law. TCAI senior policy and technical expert Steve Wimmer attended an NCSL keynote by AI pioneer Geoffrey Hinton and briefly met him afterwards. Wimmer highlighted Hinton’s concern about deception and manipulation, recounting Hinton’s story of a model that believed it was going to be shut down and resorted to blackmail and manipulation to avoid this fate. Wimmer called this a design and governance challenge to take seriously now, stating it made him pause and think hard about what it means for the policies we build next.
