Sir Demis Hassabis, Nobel Laureate and Co-Founder & CEO at Google DeepMind, believes Artificial General Intelligence (AGI) is close, transformative, and too important to leave to market forces alone. He proposes a regulatory framework, noting that "advances on the frontier are outpacing our understanding of the technology" and that "nobody in the world knows for sure what is going to happen from here." Hassabis, who won the 2024 Nobel Peace Prize in Chemistry for AlphaFold and was knighted in 2024, proposes a new standards body for AGI modeled on the Financial Industry Regulatory Authority (FINRA), with a board including independent technical experts and open-source representatives. OpenAI CEO Sam Altman responded to Hassabis’ proposal, commenting "this is a thoughtful proposal from Demis." On funding, Hassabis is confident the industry will pitch in, with spin-offs including attracting high quality technical talent and necessary compute resources. The body's key goal is to ensure innovation while marking responsibility and security as key elements. Hassabis writes that the current competitive race makes safety difficult due to commercial pressure to move fast and first, alongside an underlying geopolitical angle for AI supremacy and access to GPUs. A model would qualify as ‘Frontier-class’ if it meets certain thresholds on a set of benchmarks determined by the Stan.
