Liblaw, Liberia's digital law library and legal technology firm, has launched CJ Lewis, the country's first legal-learning artificial intelligence (AI) platform, at an event in Monrovia. The platform aims to democratize legal knowledge, addressing a justice gap where, according to World Bank data, over 80 percent of Liberians rely on customary or informal dispute resolution due to prohibitive costs and geographical inaccessibility of formal courts. CJ Lewis functions as a research companion that parses Liberian statutes, case law, and constitutional provisions to provide plain-language answers with direct citations. Cllr. Kim A. Harris, Managing Director of Liblaw, introduced the platform, emphasizing legal literacy as a fundamental human right. The AI is trained on Liberian jurisprudence, including the interplay between statutory law and customary traditions, to avoid inaccuracies common in generic models. Its architecture uses natural language processing and retrieval-augmented generation to ground answers in verified legal texts. Accessible via web and mobile-optimized applications, the platform includes a feedback loop for local lawyers and judges to flag inaccuracies or update the knowledge base with new legislation or precedents. The launch marks a milestone in West Africa's efforts to use technology to bridge the justice gap.
