Although some 400 pending bills in 2025 addressed threats from untrammeled AI development, none gained traction, while the most dogged GOP-driven campaign sought to deregulate the industry further through language in tax-and-spending and defense authorization bills that would have preempted state and local governments from curbing AI data centers and applications. Democratic leaders are now launching belated bids to rein in the AI sector before Congress adjourns for the midterms, as new Democratic-aligned PACs push for a more robust response.
