Shanghai has secured a symbolic win in China’s AI talent race as Lin Junyang, former technical leader of Alibaba’s Qwen large language model, launched his startup Pragmatik Labs in the city. The new company, focused on developing next-generation AI agents for digital and physical worlds, emerged with a reported valuation of US$2 billion and backing from Gaorong Ventures, HSG, Tencent, and Shanghai Engine Fund. Lin departed Alibaba in March, sparking speculation among venture capitalists. Pragmatik Labs is based in the West Bund’s Shanghai Foundation Model Innovation Center. Lin argues the next frontier lies in "agentic thinking," training complete systems of models, environments, and autonomous decision-making, rather than building larger foundation models. This aligns with Shanghai’s strategy, which over the past two years has built an AI support ecosystem including computing subsidies, data resources, application scenarios, talent incentives, and state-backed "patient" capital. Shanghai Engine Fund was created to support cutting-edge technologies and early-stage founders pursuing long-term research. The competition among Chinese cities to attract founders is intensifying, with Beijing hosting Zhipu AI and Moonshot AI, Hangzhou hosting DeepSeek, and CXMT helping make Hefei a semiconductor hub. Pragmatik Labs’ arrival suggests Shanghai’s pitch is resonating with a new generation of AI entrepreneurs.
