The Indian government is holding intense technical discussions with Meta Platforms, Inc. over deepfakes, AI content, and child safety, following a video posted by Prime Minister Narendra Modi being temporarily restricted on Facebook. The dialogue, led by IT Minister Ashwini Vaishnaw and Meta's global affairs head Joel Kaplan, has evolved into a broader review of content moderation practices regarding deepfakes, child sexual abuse material (CSAM), and unlabelled AI-generated content. New Delhi has questioned Meta’s adherence to the Information Technology Act, and if the government decides the platform is not complying with local rules, it could threaten the company's 'safe harbor' protection under Section 79 of the IT Act, which shields platforms from legal liability for user content. The government has demanded a compliance roadmap focused on harmful AI-generated content, CSAM, and bot accounts, examining whether Meta's recommendation algorithms turn the platform into a 'publisher' rather than an 'intermediary.' Meta has acknowledged the issues and is working on technical solutions, including enhanced human oversight and better identification of synthetic content, though these changes could increase operational expenses. This is part of a wider effort by the Indian government to increase accountability for digital platforms, with other social media and AI firms also facing heightened scrutiny.
