Gartner raised concerns over regulatory and data sovereignty for Alibaba Cloud, and noted it lacked advanced technologies due to export sanctions. Oracle and Huawei Cloud were the final two leaders; Huawei faced geopolitical concerns but was recognized for comprehensive AI life cycle support, hybrid/private cloud offerings, and its Ascend NPUs and Kunpeng processors, while Oracle’s OCI Supercluster architecture was highlighted.
