Gov. Newsom tries to stem massive layoffs with executive order on AI

California Governor Gavin Newsom issued an executive order Thursday addressing the imminent "disruptions" of artificial intelligence on jobs. The order directs the state to explore measures including severance, employment insurance, universal basic income, and workforce training as potential responses to AI worker displacement. "This moment demands that we reimagine the entire system — how we work, how we govern, how we prepare people for the future — and that work is starting right here in the Golden State," Newsom said in a statement. The timing coincides with Wednesday's layoffs by California-based Meta, which cut 8,000 employees, 10 percent of its workforce, and moved several thousand others to AI-focused roles. CEO Mark Zuckerberg described the layoffs as part of an aggressive AI transition, writing, "Success isn’t a given. A.I. is the most consequential technology of our lifetimes." Other tech companies, including Cisco and Microsoft, are also shedding jobs as they focus on AI. The executive order sets a timeline: within 90 days, the state's Employment Development Department must launch a dashboard showing AI's impacts on California jobs, based on unemployment insurance data. By mid-October, state agencies should finish reviewing policies, including how unionized workplaces address AI adoption. "Today is just the first step as we rewrite policy and direction, creating a future of work that works for all," Newsom said.
