At WAIC 2026, held in Shanghai from July 17 to 20, China is using its flagship AI conference to demonstrate a full-stack alternative to U.S.-centered AI power, combining open-weight Chinese models, Huawei’s Ascend-based compute architecture, the new World Artificial Intelligence Cooperation Organization (WAICO), and a Global South governance narrative. Chinese firms are showing three layers: models, compute, and deployment, with Moonshot’s Kimi K3 and Alibaba’s Qwen line presented as evidence that Chinese open and semi-open model ecosystems are narrowing the gap with U.S. frontier labs, while Huawei’s Atlas 950 SuperPoD is positioned as a domestic compute answer to Nvidia-centered AI infrastructure. WAICO is designed to convert China’s AI offer into an institutional channel for countries seeking access, training, development partnerships, and governance participation without entering a Western values-based AI club. The U.S.-China AI contest is shifting from a benchmark race into a stack race over who controls the full conversion chain: chips, clusters, cloud, models, developer ecosystems, energy, standards, diplomacy, procurement, and cyber resilience.
