Japan's Digital Agency announced on July 10 that it will deploy three domestically developed foundation models—NTT's "tsuzumi 2," Fujitsu's "Takane 32B," and Preferred Networks' "PLaMo 2.0 Prime"—on its generative AI platform "Gennai" for government employees, operating on Sakura Internet's domestic cloud infrastructure. Digital Minister Naoshi Matsumoto stated, "We will build and operate this entirely with domestic technology," signaling a "purely domestic government AI" initiative. Gennai supports administrative tasks including "analysis of Diet responses" and "legal system research." As of March 2026, only four foreign models were available: Anthropic's "Claude Haiku 4.5," "Claude Sonnet 4.6," and "Claude Sonnet 4.5," along with Amazon's "Nova 2 Lite." The domestic models emphasize Japanese-language performance, lightweight design, and energy-efficient operation. NTT's "tsuzumi 2" is trained on high-quality Japanese data with specialized knowledge in finance, public administration, and healthcare. Fujitsu's "Takane 32B" uses quantization technology for lightweight inference on a single GPU. Preferred Networks' "PLaMo 2.0 Prime" was developed based on outcomes from "GENIAC Phase 2," an AI development support project led by Japan's Ministry of Economy, Trade and Industry.
