Meta unveiled a new open-weight AI model, Muse Glimmer, on Monday, alongside a 6,500-word essay by CEO Mark Zuckerberg advocating for fewer curbs on open-source AI models in the United States to compete with Chinese rivals. The model, created for consumer gadgets and agentic duties, is significantly smaller than top competitor models and can run on a Mac or PC with a single graphics card. Zuckerberg argued that if domestic companies were to lead in open-weight models, the US needed to reconsider its policy, stating that "Foreign labs currently hold several advantages here since American labs have to comply with many additional restrictions on training data." He added that limiting access to foreign open-source models was ineffective and that "US policy must reduce this additional friction if we want American open source models to lead over time." The competition for open-weight models is led by Chinese startups, including Moonshot's Kimi K3, Alibaba's Qwen3.8-Max, and DeepSeek's V4-Flash, which offer performance comparable to top American systems, while US firms OpenAI, Anthropic, and Alphabet's Google keep their top models proprietary. Zuckerberg also supported AI model distillation and said Meta would implement a governance framework allowing its independent directors to accept safety standards for model releases.
