Apple Wins Chinese Approval to Roll Out Apple Intelligence

On 8 July 2026, Apple China completed the filing procedure required by the Cyberspace Administration of China (CAC) for its Apple Intelligence large language model. On 15 July, the CAC's official "Cyberspace China" WeChat account publicly announced Apple Intelligence as one of seven on-device generative AI services approved for smartphone deployment, alongside services from Huawei, OPPO, vivo, Xiaomi, Samsung, and Nubia. Since the launch of the iPhone 16 in September 2024, Apple had indicated Apple Intelligence would be available in mainland China “subject to regulatory approval,” and it took nearly 22 months to complete China’s regulatory filing process. China’s Interim Measures for the Administration of Generative Artificial Intelligence Services, jointly issued by seven government agencies, entered into force on 15 August 2023, establishing a mandatory filing regime for providers of generative AI services with “public opinion attributes or the capacity for social mobilization.” Industry practitioners generally understand the current framework to require overseas AI providers serving Chinese users to conduct filings through an onshore legal entity under the same regulatory standards applicable to domestic providers, with documentation relating to cross-border data security assessments and compliance documentation concerning overseas parent companies.
