The new family splits into three tiers named Sol, Terra, and Luna, but only Sol is live for roughly 20 organizations, each individually vetted and approved by federal officials before OpenAI would grant access. Everyone else is locked out for now. The restriction traces back to a Trump administration executive order signed June 2, 2026, making GPT-5.6 the first frontier model release in US history to launch under a government-managed access list. OpenAI has called the arrangement a “short-term step” and expects Sol to reach ChatGPT, Codex, and the API more broadly “in the coming weeks.” Terra and Luna are also part of the restricted preview for now, even though neither crosses the cybersecurity capability threshold that triggered the gate on Sol.
