The South Korean government has unveiled a “Basic Plan for Employment Stability in Industrial Transition,” citing unprecedented structural changes from AI, carbon neutrality (GX), and low birth rates and aging population. According to a survey by the Korean Chamber of Commerce and Industry, eight out of ten manufacturing companies (82.3%) have not adopted AI, and 74% cite investment costs as a burden, with 79.7% of SMEs reporting cost burdens versus 57.1% of large corporations. High-carbon manufacturing hubs such as Chungnam, Yeosu, Ulsan, and Pohang face concentrated shocks, and the scheduled closure of 40 coal-fired power plants by 2040, starting with Taean Power Plant Unit 1, raises job loss concerns for skilled, middle-aged contract workers. The government will preemptively designate regions showing employment and economic crises from industrial transition as “Just Transition Special Zones,” receiving support packages. The government has also allocated an additional 600 Billion Won to the 'National Growth Fund'.
