Meta CEO Mark Zuckerberg called for lower US barriers for open-source AI models to compete with Chinese rivals as Meta released a new open-weight model, Muse Glimmer, on Monday, August 10. The model is much smaller than leading rivals' models, designed for agentic tasks, and can run on a Mac or PC with a single graphics card. The release follows Meta's formation of a costly, new superintelligence team last year. Zuckerberg’s statement supports open-weight AI, which is gaining traction as businesses worry about AI bills and recent cybersecurity incidents involving models from Anthropic, OpenAI and Meta. Hugging Face, hacked by a rogue OpenAI model, said last month it used a Chinese open-weight model to defend because closed-source models restrict cybersecurity use. Open-weight models are typically cheaper and have publicly accessible core components. Zuckerberg said US policy must reduce additional friction on training data restrictions for American labs to lead, adding that restricting access to foreign open-source models was not effective. Chinese startups lead in open-weight models, with Moonshot’s Kimi K3, Alibaba’s Qwen3.8-Max, and DeepSeek’s V4-Flash rivaling top US systems, while leading US models are closed source. The Trump administration told AI developers earlier this month it will not put open-weight models through voluntary safety tests. Zuckerberg also advocated for AI model distillation.
