Hong Kong Becomes First Banking Regulator to Require Identity Credent…

Hong Kong’s central bank debuted its banking AI governance project for autonomous AI agents on Monday, making history as the world’s first banking-specific governance initiative targeting a structural gap that existing financial regulation cannot fill: autonomous AI systems that can move money, negotiate contracts, and instruct other AI systems without a human authorizing each step have no standard way to prove who deployed them, what they are permitted to do, or who is liable when they act. The Hong Kong Monetary Authority unveiled Project SAGE — Securing Agentic Finance with Governance and Enablement — at Hong Kong FinTech Week 2026, backed by a 22-member cross-sector expert group and a formal discussion paper asking what “Know Your Agent” standards should require in practice. The HKMA cited use cases the industry is already building: AI agent-driven consumer payments and shopping, enterprise treasury and procurement management, and machine-to-machine pay-per-use billing for digital services. Project SAGE is structured around four areas of work, including use-case validation, which ensures proposed applications are tested in controlled settings grounded in evidence from the HKMA’s own GenAI Sandbox++ program before live deployment at scale, and agent identity and authorization, framed under the shorthand “Know Your Agent,” which will design what identity credentials for AI agents should contain.
