Europe should adopt China’s AI diffusion model rather than compete in the frontier arms race, according to an opinion piece. The United States and Silicon Valley focus on larger language models, computing power, and artificial general intelligence, while China treats AI as a basic input of production, concentrating on mass adoption across industry, logistics, and distribution. China’s strategy, reinforced by its 15th Five-Year Plan and “AI+” initiatives, aims to move AI from laboratories onto factory floors and into services. Restrictions on advanced chips have encouraged Chinese companies to develop smaller, specialized models and extract greater performance from less powerful hardware. Europe suffers from “frontier anxiety” over failing to produce an equivalent of OpenAI, Google, or Microsoft, but competing directly with American investment or China’s state support risks an unwinnable financial battle. Europe’s strength lies in specialized small and medium-sized enterprises and precision manufacturing, where deploying predictive maintenance, supply-chain optimization, computer vision, and AI-assisted robotics could improve productivity. AI could also address Europe’s demographic problem by multiplying existing workers’ capabilities, and support the green transition through smart electricity grids, optimized freight routes, reduced energy consumption, and precision agriculture. The EU’s AI Act provides safeguards but creates substantial compliance costs; Europe needs sector-specific regulatory sandboxes to test AI applications under supervision without facing disproportionate legal burdens.
