Pennsylvania Gov. Josh Shapiro said in a roughly 25-minute address on Thursday afternoon at the AI Horizons 2026 Summit in Pittsburgh that regulating artificial intelligence will require national and international leadership and collaboration, calling Pennsylvania a model for setting guardrails while criticizing President Donald Trump and Republicans in Congress for failing to enact regulations. Shapiro said he is “not a doomer” and does not think it is inevitable that AI will take over the world or be misused to kill or do harm, but he has real concerns, as do many Pennsylvanians and Americans, and disputed the president calling those concerns a hoax. His address came days after top AI companies warned about advancements and threats to humans losing control of the technology. Illinois Gov. JB Pritzker, after AI researcher Jacob Coxon resigned from Anthropic amid warnings the technology could become deadly to mankind, called for more federal regulatory oversight and congressional hearings and said “big tech” shouldn’t lobby against reforms; he recently signed The Artificial Intelligence Safety Measures Act requiring annual third-party audits and disclosure of safety incidents. Trump wrote on social media on Monday that the only control or “guardrails” AI needs is a strong and smart president.
