On July 23, the President of the United States said, "You can't fight it. You have to go with it," at the Environmental Protection Agency headquarters, referring to data centers. The article states that AI and data centers are military technology, a position written down by the U.S. government under two administrations. In March 2021, the National Security Commission on Artificial Intelligence, chaired by Eric Schmidt, delivered its final report, stating the Department of Defense and intelligence agencies were to be ready to field artificial intelligence by 2025 and that the U.S. was to win the competition with China. The commission recommended pursuing autonomous weapons and argued against an international ban. In its 2024 annual report, the U.S.-China Economic and Security Review Commission made its first recommendation for a Manhattan Project-like program for artificial general intelligence, asking for broad multiyear contracting authority and the DX Rating. President Biden's National Security Memorandum on artificial intelligence, issued in October 2024, directed the Pentagon and intelligence agencies to expand use of these systems and defined the AI supply chain to include energy and power generation. Six days before leaving office, Biden signed Executive Order 14141, opening federal land to frontier AI data centers.
