Hassabis Proposes U.S.-Led AI Oversight Modeled on FINRA

Demis Hassabis, a Nobel laureate and Google DeepMind chief, urged the United States to lead a new standards organization that would supervise emerging AI models and evaluate potential dangers to national security such as cyber attacks and biological threats. In a post on X on Tuesday, Hassabis wrote that "urgent action" was necessary and emphasized tackling dangers linked to artificial general intelligence. He suggested forming a public-private partnership under federal oversight, modeled on the Financial Industry Regulatory Authority (FINRA), with a board including independent technical experts and open-source representatives. The proposed body would need "substantial" funding, likely from the private sector, to attract talent and provide compute resources for large-scale testing. Leading AI labs would initially submit models for a voluntary review period of up to 30 days prior to public release, which would become a required step for U.S. market deployment once deemed "effective." Hassabis stated the U.S. is ideally placed to lead given its "economic and technical standing." The push comes amid intensifying competition between the U.S. and China in building AI systems.
