Sugar Sands Publishing LLC announced the formal constitution of the independent Cognitive Mode Operating System Standards Board (CMOS-SB) and launch of a governance framework for how AI systems interact with human emotion and cognition. At launch, CMOS-SB released the CMOS-SB Constitution, Authority Charter, Governing Charter, Standards Development Process and Ethical Framework, based on Emotional Epidemiology™, and published five initial Governance Spine standards. The Flagship Master Document (CMOS-SB-FMD-001, Version 1.0) includes the CMP-HC implementation doctrine aligned with HIPAA, NIST SP 800-53, SOC 2 Type II and HITRUST CSF. A 30-day public comment window opens today and closes August 26, 2026. A 90-day Board of Directors seating period also begins today and closes October 25, 2026. Formal certifications are scheduled to start January 1, 2027. Organizations may begin baseline CMP-HC assessments in the third quarter of 2026.
