Amodei called for international cooperation covering structured access to frontier models, a chip and critical components trade framework excluding China, and coordinated responses to AI risks. OpenAI CEO Sam Altman also called for a formal international forum for testing standards and cooperation. Canadian Prime Minister Mark Carney agreed the US could lead such a coalition, according to people familiar with the discussions. The backdrop was the Trump administration’s export controls on Anthropic’s Fable 5 and Mythos 5 models, effective 12 June, with Anthropic in negotiations over the directive. French President Emmanuel Macron warned the US could “from one day to the next turn off the switch,” damaging US companies, and called for stronger AI regulation. Indian Prime Minister Narendra Modi stated democratic nations needed access to frontier models to protect critical infrastructure.
