YouTube has tightened rules for earning ad revenue from AI-generated videos, updating its YouTube Partner Program policies effective July 16 to strip monetization from channels that mass-produce low-quality AI content, use manipulative tactics to boost views, or deploy AI avatars for advice in medicine, law and finance. Three specific categories are now off-limits: mechanically mass-produced videos with little variation; content designed for shock value or strong emotional reactions, including staged rescues; and channels using AI avatars modeled on real people for financial, medical or legal guidance. Matt Halprin, YouTube's head of trust and safety, stated the concern is less about AI use and more about how it is deployed, applying strict criteria to channels relying on automated systems lacking narrative structure and human creativity. The changes build on a July 2025 policy shift that renamed "duplicate content" to "mass-produced content" to cover formulaic AI-assisted videos. Enforcement follows a graduated approach: a warning, then temporary suspension, then permanent removal from the Partner Program for repeat violations, with appeals requiring a short video demonstrating genuine human creative involvement.
