Massachusetts Gov. Maura Healey on Thursday asked conference committee members to add stronger AI safety and transparency rules to the pending Mass Wins economic development bill, saying oversight of the most powerful systems should not rest with developers alone. In a Sept. 17 letter on Section 164 of Senate bill S.3228, Healey said Massachusetts should set “clear rules of the road” as AI reshapes the economy and daily life, citing the technology’s potential for discovery and public services while warning of risks to safety, privacy, civil rights, work and public trust. She asked lawmakers to adopt frontier-model provisions similar to those in California, New York and Illinois. The Mass Wins package, filed by Healey in April, funds AI, defense and other sectors, and the Senate version included more AI guardrails. Healey said third-party audits of companies’ own standards are not enough and urged a path to independent evaluation of frontier models. The Senate draft would require reporting if a model is compromised, if loss of control causes injury or a catastrophic-harm risk, or if use contributes to 50 deaths or $1 billion in damage; Healey called that threshold too high, asking for a standard of one death or $10 million in property damage. The committee has not publicly responded.
