Contra Dario Amodei, There’s No Walling Off China From U.S. AI

John Tamny, writing for Yahoo Finance, argues that Anthropic CEO Dario Amodei’s claim that China "cannot" overtake the U.S. in AI without American chips is already being disproven. Tamny notes that while U.S. export controls, introduced by the Biden administration in October of 2022, aim to restrain China, there is "no controlling the final destination of any market good." He points to the CSI Information Technology Index, which tracks technology companies in mainland China and is "up 53% over the past year largely thanks to big leaps in domestic AI models," as evidence that the controls have been "an abject failure." Tamny asserts the controls have instead driven "feverish efforts within the Chinese technology sector to reduce foreign dependencies," citing Huawei’s introduction of the Mate Pro 60 smartphone in 2023, which was "close" to an iPhone. He concludes that the export controls have "played into the hands of a Chinese Communist Party (CCP) intent on achieving 'independence' from American technology giants."
