In late July, eleven mobile devices, including nine smartphones and two tablets from Huawei, Motorola, Honor, vivo, OPPO, Xiaomi and Stepfun, cleared the first batch of China's national AI-terminal intelligence grading tests. The L3 label comes from the Ministry of Industry and Information Technology's national grading standard for AI-enabled terminals, published in May, with the first test results released on July 17. The certification is not a regulatory gate, as phones do not need an L3 mark to ship. The MIIT document defines five dimensions (perception, cognition, execution, memory and learning) and 14 sub-capabilities, with levels from L1 to L4. The first batch only measured up to L3, though vendors call L3 the current highest grade. L4 is intentionally left blank because rules for cross-device collaboration, error attribution and authority transfer between agents have not been written yet. Phone grades are defined around task complexity, tool orchestration, and memory, unlike automotive grades defined around responsibility transfer. Most flagship phones already reach L2, while L3 devices are on shelves now, including the Huawei Pura X Max and Lenovo's Motorola line. The next jump will be a rules decision, not a hardware purchase decision.
