New Delhi: BJP MP Baijayant Panda, who represents Odisha’s Kendrapara constituency, has proposed two private member’s bills in the Lok Sabha. The Safeguarding Healthy Internet Environment for Little Digital-Natives (SHIELD) Bill, 2025 seeks to bar children below the age of 13 from creating accounts on social media and online gaming platforms without verified parental consent. It also proposes mandatory age-verification mechanisms, parental-control dashboards, and prohibitions on tracking, profiling, and personalised advertising targeted at children. The bill defines a child as a person below 18 years of age. The Protection of Personality Likeness from Artificial Intelligence Misuse Bill, 2026 aims to prevent the non-consensual and misleading replication of a person’s voice, image, appearance or other identifiable characteristics where such content could deceive the public. Both bills were scheduled to be introduced in the Lok Sabha on Friday but could not be taken up due to repeated adjournments of the House.
