Anthropic has hired Teresa Carlson as its first global head of public sector, signaling an aggressive push into the federal market. Carlson previously led Amazon Web Services’ public sector business from a standing start in 2010, orchestrating the landmark $600 million Commercial Cloud Services (C2S) contract with the Central Intelligence Agency in 2013, for which she received a 2013 Federal 100 Eagle Award. She later launched the AWS Secret Region in 2017, providing a unified cloud strategy for all 18 intelligence agencies and the Department of Defense. Anthropic has recently faced regulatory issues, including brief export controls on its Mythos 5 and Fable 5 models and a $200 million friction point with the Department of Defense over model guardrails. By hiring Carlson, who also served as CEO of the General Catalyst Institute, Anthropic is pivoting from a defensive regulatory posture to an aggressive, multi-billion-dollar infrastructure play, aiming to capture massive, multi-year institutional contracts.
