The Trump administration is accelerating a regulatory framework for frontier AI models, requiring companies to submit advanced models for government review before public release. The White House Office of the National Cyber Director distributed the draft to OpenAI, Anthropic, and Google approximately two weeks ago, and the three companies submitted joint revision proposals. The framework originates from an executive order signed by Trump in early June, with a completion deadline set for August 1. It targets frontier models with capabilities to rapidly discover cybersecurity vulnerabilities. Since the executive order was signed, the White House imposed export controls on Anthropic and required OpenAI to conduct a phased release of GPT-5.6. The direct catalyst was Anthropic's frontier model, Mythos, due to its offensive cybersecurity capabilities. Former AI and Crypto Czar David Sacks intervened, blocking Trump from signing the initial version. Trump signed a revised version on June 2, stipulating AI labs provide the federal government an access window of up to 30 days before releasing "covered frontier models" and granting agencies 60 days to design the framework. A key point of contention is how to define "frontier models," with some smaller AI companies concerned about exclusion.
